Yes, I have seen these pinned. Similar to an M4 stock that is pinned, I think they pin it right where the little lever is that acctuates the position. They just make it so you can't move it, so it is defacto locked in place where ever you have it when you pin it.

Sure can, I have pined a few. Personally I would just go with the MOE, it looks the same, and with it pined in position you wouldn't be able to use the friction lock function anyway.

Only reason I was looking at the CTR was I was looking at the UDE kit from LaRue. Is the pinning a job I can do at home? Or should I send to a gunsmith (you?  ) to have it done?

you could pin it like a moe stock, shown here:
