There is open space between the ARMS mount and the scope rings.  Is it normal for this space to be here, or should top/bottom of 22M68 be totally flush/flat?

It's making contact, but the upper ring and lower ring do not touch in the middle where the 2 allen head screws are on each side.

That's fine, make it so that there is an equal amount of space on both sides. Did you use loctite?

Normal. Just remember to screw down the bolts in a criss-cross pattern.
