I getting ready to store a bunch of LaBelle 30 round mags and put them in ammo cans with a dessicant pack. This is for long term storage/SHTF. Is it OK to load to capacity (30 rounds) or should I download to 28 or 29?

They will be fine, I only download to 28 out of preference for easier reloads

You will be fine in loading to full capacity.
