Personally, I would run the IMI 5.56 before I would ever think about using the Fiocchi.

Considering how crappy the 5.7X28 ammo manufactured by Fiocchi is (both FN Branded SS197 & Federal American Eagle Branded)

The QA/QC is horrible, it's GREAT ammo for............malfunction drills!

Is their rifle ammo of significantly lower quality than their handgun ammo?

It'll fire and function fine (Well, mostly, some of those FH punctures are so close to the edge, they're almost scraping the primer pocket wall, which I suppose could cause problems).  Off center flash holes implies a pretty half-assed production line and QC department -which isn't a good start.  As reuse brass, they will cause headaches, when the decapper pin can't find the hole way over there.  And for accuracy, off-center flash holes means off-center and potentially inconsistent uniformity of powder ignition.  Less vital with 2 MOA ball ammo, but for re-loaders, another variable that could be avoided.  They'll shoot, but I would expect a discounted price to buy it over anyone else's brand.
