Hi, Im new to buying ar-15's.  I was am a little confused as to what the procedure is to buying one.  What is confusing me is, do I need an FFL or not?  Do I need the FFL to have it sent directly to me, or could I just buy it and send it to an FFL dealer and pay a fee there?  Sorry, may sound dumb, but I dont know and cannot find any information that answers my question.

You could check the local gun shop to see if they have any in stock.  If they don't, you can ask them to order one for you.  If you see one on the internet for a price you like, the standard procedure would be to find somebody with an FFL that is willing to do the transfer for you, and have that individual send off an ink signed copy of their license to the seller along with your payment for the firearm.  The seller, upon receipt of the FFL copy and funds will then ship the firearm to the FFL holder where you will pay the transfer fee.

Final sale, of course is dependent on the filling out of Federal Form 4473 and clearance on the NICS background check.
