All the instructions seem pretty straight forward, except...what info are you suposed to be engraving on the receiver? From the BATF/Treasury excerpt, it looks like all the prescribed info already exists on most/all manufactured lowers (man. name, cal., location, etc.). Is there a BATF/SBR serial number that your given?

Yeah its pretty stupid that you have to engrave your gun but thats the FEDs for ya
