I am wanting to build a preban car with a J and T parts kit. I was wondering what are some good lowers I could use with this kit. I believe I need a preban lower right?

you DO need a preban lower.  hopefully you won't come sept 04'.

I was thinking of taking my current Bushmaster 20 inch HBAR postban and making it into a CAR type rifle after the ban sunsets. But INstead I decided to wait and see if I can pick up a Used 15 year old rifle after the ban sunsets. I wonder if I will beable to get a good deal on one.
