What is the build? If it is something that requires corpulent use of parts gathered from nearly closed group buys or something, I could see doing the build first.
Other than the get the CHL. Or move here so you do not need one.

Then most definitly with out any doubt, get that CHL... You just never know when some liberal puke dirt bag politician will try to make it impossible for new applicants to receive one ... With that being said, everyone should exercise their 2nd amendment rights to the fullest while you still can! |

CHL. No question. It just goes without saying.
And once you get it, use it! Carry when appropriate and stay in practice. That may slow down your penny savings for your next build, but you'll be better equipped to USE that CHL by doing this. My pennies are being saved for CHL for both me and my wife...but we're going to the range to practice while we're saving. |

Functyional AR or not whats more important, being able to legaly carry concealed so you can defend your life, or a rifle build...... You guys got CCW, take advantage of it some of us are not so lucky

You guys make it sound like its an expensive thing to get a carry license? Here where I'm from its only $19 to apply for one... When I went to get mine at the Sheriff's office, I was in and out of there in 15 minutes with my photo carry license in my hand... Here's the process I had to go through... 1) Paid the receptionist $19... 2) Filled out the application... 4) Had my picture taken... 5) The receptionist handed me my license... In total from the moment I walked into the Sheriff's office to the time I walked out with my license in hand, 15 minutes had passed... |

it varies from state to state, we have a 140.00 state fee and then we have to pay for the class which is about 75.00 We in TX have to pay for the class, take the 10hr class and qualify, then send the paper work along with 140.00 to the state and wait 60 days for our CHLs. |

WOW, $210 plus 10 hrs of your time, un-frickin-believable, I never realized that it could cost so much... Man, I'm glad its not that way here...
Whats the hand gun purchase laws like in TX? Here in PA we fill out the instant background check forms, hand the shop dealer our drivers license and then he calls a 1-800 number to do the back ground check...If your approved then you pay for the gun and walk out the door with it... |

In Michigan, I ended up dumping pretty close to $300 for the CHL before all was said and done. Gotta pay for an all day class with 200 rounds of ammo, passport photo, fingerprints, background check, and state fee. It took me almost 4 months before was said and done (partially thanks to a misspelling on my class diploma). I hope you Wisconsin and Minnesota residents get your state rep's acts together so I can carry when traveling and on vacation...best of luck.
ETA: Screw finishing up the AR, get the CHL!!!!!! |

When I lived in Texas a CHL (same as your CCP) was $125 for the first four years and then it went down after that. You also had to take an 8 hour class with a written test and a shooting proficiency test. The cost of the class ranged from $100 to $150 depending on the instructor. The CHL ultimately could cost you $225 to $275. Here in Georgia it cost me $14 in my county and that is for the first five years with no class or test. MadDog
