Not sure why, just received upper from a fellow member and the assist handle will not move. Button appears to be fully out but it won't depress. Any ideas?

Have you tried maybe emailing the seller first?

Is this occurring with the BCG installed or removed?

@ Vamped, sure did. Great guy, he said he had never used it, but he was sure it was fine when he boxed it up.

Something may be wedged in between the receiver and the pawl. I'd see if the seller will make it right, and if not, you can always tap out the roll pin and see what's in there or what's broken.
