The Ammo FAQ says "it's pretty generally agreed the best manufactured ammo is from the Lake City Army Ammunition Plant..."

It says Q3131 and Q3131A "are considered close seconds, perhaps indistinguishable seconds to Lake City M193."

It also says "You should not consider the XM193 headstamps to have any meaning at all other than to identify the cases as having originally been intended for production of 2001 Lake City ammunition."

That being said, if I can buy Federal XM193 (Lake City Brass) or Winchester Q3131A, for the same price, which should I buy?

The Q3131A.

Note if you re-read it that Q3131A and Q3131 are two different products and mainly the Q3131A is on the market now.

IMO and experience, the Q3131A has a little bit less muzzle flash and seems a little bit more consistent. Rarely are the cases dented as bad as the LC is either.

I love em both but same price, Q3131A for me.

Thanks. Is the Federal XM193 that is on the market now actually Lake City made? Or is it just in leftover lake city cases? BTW I know Q3131 and Q3131A are different.

It's LAKE CITY MADE, and been discussed at great length thousands of times. Just buy it. You'll love it. And don't get hung up on the appearance. If you like shiney pretty ammo, forget it. Go with Q3131A. If you like great ammo, get XM193.

I use both and functionally they are pretty indistinguishable. LC looks like crap though. Frankly you will be happy with whichever you pick. I usually get the 3131a because I like the way it is packaged better and I can usually get a case for ten bucks cheaper than two five hundred round cases of XM193.
