I have a 14.5"M4 EA Shaw barrel that I got on ebay a while back.
was told that  it was Chrome lined with a 1/7 twist.

Is this a good barrle?
I was thinking about putting a phantom on it to make it legit. should I or not waste my time.

aren't all shaw barrels 1/9 twist?  correct me if im wrong.

Was told that it was 1/7 twist.
what is the difference.

They have a decent reputation as a seller of budget priced barrels.  Never heard of their AR barrels, but I've heard good things about their boltgun barrels.

Shaw barrels are pretty good, and very common in  the BIY "kits"  (Model1, M&A,ect), buy I've not seen them chromelined or 1/7 twist.

Shaw barrels are not 1/7 twist.

You need 1/7 twist if you plan on using 70gr+ ammo.
