My brother was told by a local gunsmith that you cannot cut a chrome bore barrel without ruining the barrel from "flaking" chrome(?).

I thought I had read once where someone else had this concern and it was unfounded.  Did a search, but no hits.

Can the chrome barrel be cut without issue?

It can be done.  ADCO Firearms, www.adcofirearms.com, has done many, possibly hundreds, without any problems.  Contact them.
