I'm looking for some custom rounds, does anyone know of a manufacturer who does special orders?

Specifically, I'm looking for a 72-grain boat-tailed HP/OTM round

I know of custom loaders but not custom bullet maufacturers.  WHat are you trying to accomplish with the 72 grain round?  Whats wrong with the current 75 and 77 grain rounds?

Well, 75 grains may or may not stabilize in a 1 in 9 twist barrel Devl, but 72grains should.

I'm just an oddball, and that's reason enough to me sometimes.

BWAha ha ha ha haha

Have you tried the 75 and 77 ammo in your particular rifle yet?  Some people get it to stabilise and some dont.  What is your barrel length and what kind of accuracy do you want?  Also it would probably be cheaper to buy a 1/7 barrel and install it than get even 500 rounds of custom ammo.

Here is a close one to your ideal bullet:
.224 CAL 73 GRAIN LTB
ID: 22-73 LTB
Category: Bullets

Length Tolerant Bullet
Recommended twist rate is 1/9
Ballistic Coefficient is 0.331
Boat tail
PS they have 70gr LTB, too.

I shoot 75gr Hornady's, 77gr Noslers out of 1-9 twist bolt gun with no problems.  I have a 1-9 DPMS 24 upper that shoots them like a laser!  So I would give it a try before...............

Yeah,

I suppose I should give them a try before overlooking them altogether.
