ok it appears to be a standard A2 carry handle for a flat top, but the elevation wheel is marked as follows:

0  5  10  15  20

is this normal?

someone said it might be a national match sight.

does anyone know?

i'd really like to know

Yes that is a match type drum.  Instead of being calibrated in meters its numbered by clicks.  Works the same - just had a different numbering scheme.
