The new ones are actually made by Continental Machine and Tool and they are of excellent quality.

thanks I'm getting 12 Lowers for $70 each just wanted to make sure they were a good quality lower

I've built one on a CIA.The BM upper was almost a perfect match.William's got a great deal on them as well as a great reputation.

A buddy of mine has one. They say Century Arms international made for Olympic arms. They are all post ban. Not to bad looking and fit well on a Colt upper.
