For the basic CMMG 22 conversion kit, can the bolt be locked open?

No it doesn't say. Call and ask if the magazine comes with the bolt hold open follower.

The BDM will hold the bolt back after the last shot as do the standard CMMG mags. But when the mag is removed, the bolt slams forward.

The CMMG Bolt Hold Open Actuator and mag is a drop in that holds the bolt open after the last shot and after the mag is removed, just like a 5.56 AR.
Insert a new mag, slap the bolt catch and you are ready to rock.

You would ne the BHOA $20, and a BHOA ready mag. These will work with a standard CMMG kit.

True Bolt Hold Open, You  need a CMMG Evolution Product with that capability.
All others use a BHO Follower and the bolt drops when you detach the magazine...

Kevin at BDM was working on magazines and a special bolt catch but I haven't heard
much about it in a while.

Do you have info on transferring the hardware to a Spike's dedicated upper/bolt?

I believe the BHOA should work with the Spikes kit but I have not tried it. There were some issues with bolts hanging up and the fix was a slight radius of the bottom of the bolt. About a five minute mod.
The CMMG BHOA Mags are what acuate the drop in BHOA, not the bolt.

Works fine with Ciener bolt, ought to work with Spike's.
For all practical purposes, without the CMMG BHOA, Atchisson bolts cannot be locked open manually.

Can the evolution kits get locked open without a magazine?

I'd like to be able to make no changes to my lower and still be able to lock open the gun without having a magazine in it (or using a chamber flag).

Are you saying that the non-evolution kits can't extract a live round? Once you chamber it, you've got to shoot it?

I'm not saying anything except what the CMMG info has been.
MANY Atchisson bolts wont reliably extract live rounds. Note the Evo video that shows several sequential live rounds being extracted. They show this because it's novel.
Many 10/22s with match chambers won't, either.
You don't necessarily HAVE to shoot it. An accessory extractor may be employed. Sometimes dropping the mag and cycling the bolt finally achieves extraction.
It's an inexperienced competitor who steps to the line at the Sportsman's Team Challenge Rifle Stage without an opened pocket knife or small screwdriver on deck.

Like frog stated. The older kits were not designed to reliably extract live rounds. Sometimes they will, sometimes they won't.
The Evolution is definetly worth the extra for the features you get that you wouldn't even notice. Such as the bolt being optimized for the BHOA.

So if I bought the BOHA plate and the followers. Would it work with a Ceiner?? and would the followers work in Black dog mags??

or do I have to use CMMG mags?

The answer to both is yes.  You may need to do some modifications to the magazine and the bolt for the most reliable function.  After ordering the CMMG followers to change out in my BDM mags, I gave up and just ordered the CMMG bolt hold open magazines.  Cost more, but less hassle - for me anyway.

I found the same thing. The BDM's can be made to work, but the older ones were made slightly different and cannot be modified.
The CMMG mags work and it just was not worth it to me.

with the few 10rd 10/30 bdm mags I have they dont bolt hold open,the top of the red follower is cut off. I think they say you loose 2-3 rounds with that feature
