What is the difference between 1-9 and 1-8 rate of twist and what exactly does fluting do?

Fluting takes some material off the side of the barrel and lightens it.

no really
ok the shorter the twist, the better it handles longer bullets.  Some 1 in 9 can handle the 'above 65 grain' bullets, but the 1 in 8 should be better at that.

As said, fluting takes off some material but keeps the same outer diameter so helps rigidity.  If you compare a fluted barrel and a non fluted barrel of the same mass then the fluted one will be more rigid.
