Do I begin the measurement at the chamber lugs and end at the end of the flashhider?

You begin at the bolt face and end at the tip of the flash hider, if the flash hider is permanently pinned in place.  Otherwise you remove the flash hider and end at the end of the threaded barrel.

From the closed bolt face, to the end of the permanent barrel.  If the flashider is theaded on, it must be removed, and you measure from the bolt face to the muzzle/crown face.

If the flashider is permanently attached consistent with legal methods described by the ATF, then you measure from the closed bolt face to the end of the permanently attached muzzle device.
