The key is to optimize the upper to the job at hand.
Staying on the bench, a bull barrel is fully appropriate, very heavy, very stiff (good for accuracy) and very planted on the bench for minimal recoil.
Add a buttstock weight and a Jewel trigger set around 8 ounces on the 2nd stage.
This gets the rifle up around 12-14 lbs and allows you to shoot it almost free-recoil.
Then I would pick the slowest twist rate that works for your heaviest bullet choice, much like the benchrest shooters that live on the ragged edge of stabilization.
As you are only shooting to 200 yards, velocity should not be as much of an issue.
I would opt for a 20" bull barrel over a 24".
Shorter barrels of the same diameter are going to be stiffer and stiffness is VERY good for accuracy.
Lastly, get a good quality barrel with a perfectly centered throat.
Production barrels chambered on a CNC lathe are not going to have a perfectly centered throat.
You have to chamber barrels one-at-a-time to be able to tightly fit the pilots to the bore.
If you are a handloader, you might appreciate a tight necked barrel.
I don't recommend them for most people, but a precision reloader would be fully qualified to feed one properly.
