I understand that they are back up iron sights. What are the best ones that are economically priced? What is the difference between the ARMS low mount and regular 40?

They all seem to run about $100. Spend much less and you are probably getting a cheap knockoff.

All the sights mentioned here are quality, I chose the cheapest which was the Arms #40 in the A2 configuration. When I searched old threads alot of folks chose the Arms #40 and were happy. Of those owners the only regret a few had was not getting the A2 model. $90+5 shipping from G&R Tactical. $89+6 shipping from Eagle Firearms.
