If they are anything like US optics the government will be forthright as to which items are restricted from export. Trying to import weapons, or ammunition would be a whole different story. FedEx is a good way to go, not the cheapest, but reliable.

The Harmonized Tariff Schedule number is 9013102000. That's for all telescopic sights. Your friend will need that number on several forms.



I couldn't find a website that listed completely Romanian export prohibitions. Mostly, it's the same as everywhere, no guns, ammo, porno.



Romania has signed some agreements with the EU about "dual use" items, but I couldn't find out how extensive that list is either.



There'll be no problem getting the scope into the US by Air unless the paper work is filled out incompletely or incorrectly. Hope this helps.
