Does anyone have any documentation on ATF opinion about having an M16 carrier in an AR 15, if that is the only M16 part in the gun?

That state by state chart in that thread is interesting. I didn't know about the Ninth Circuit Courts ruling on the 1986 Machine Gun Manufacturing Act didn't apply to homemade weapons. Has anyone in any of those states successfully tried to get permission to build a fully automatic weapon?

No, but according to the ruling you wouldn't need it either.

Go here and read it for yourself as it is pretty clear. Be sure to follow the links and read them too. Then make up your own mind. That way we don't get another war started.
