Why are the first 2 or 3 brightness settings on the ML2 so low that they are tough to spot even in a very dark area?

I thought that was the purpose of the M2 version, not the ML2

the m2 is designed to be used with NVG...the ML2 lowest settings are for use in low light conditions with dark-adjusted eyeballs without NVG...

i assume.
