I currently live in California and put together a Fab-10 AR-15 (only legal way to do it recently) but I would love to get an AR lower.  Is the AWB still active in California? Do we have our own separate one?  I wasn't sure if it expired here too.

Unfortunately, the CA AWB does not expire. No more AR15s for us.

You can add a folding stock to a .22 caliber rimfire rifle.

Like they say, you are SOL.

I have a pre 2000 AR, registered and all, and I was thinking I could add features (ie collapsible stock) but of course our 1989 ban said 2 features only (the fed ban was modelled on ours) so my 2 features are still only removable magazine and pistol grip.

It was the 2000 ban that cut that to 1 only.

The Caliban only applies to rifles that accept detachable mags. The FAB-10 by not having a detachable mag can have all the evil features it wants.
