Just in case anyone was wondering, the ATF last month did a press release on 80% lowers, other wise know as blanks.  Here is the link:

Nothing new in the release, but it was good that they were showing a 80% AR15 Lower and what they are and are not looking for when they determine what is and isn't a firearm.  Just as info.

I thought a serial number was not needed but was recommended.

Not required for an individual, but recommended.  ATF is using a bit of bait and switch in that one, referring the reader to regulations for licensed manufacturers without making the distinction that individuals, for personal use, are not subject to the marking regulations.

Recommended means it is not required because it is not the law and they don't like it.
