Can anyone tell me what the maximum effective range of a 10.5" 1:7 barrel shooting BH 77 gr ammo would be for defensive purposes? I'm trying to decide between a 14.5" or 10.5" for a patrol rifle set-up. TIA

For a patrol rifle, I would always go with the longer length.  You just never know what situations you might encounter.  You can't always count on dangerous encounters occuring only at CQB distances.

This info is based on what I've seen on this site and the tactical forums site.  Fragmentation should still occur down to roughly 2200fps.  I don't know how many yards it takes for a 77gr to drop below 2200fps out of a 10.5" barrel.  Call Hornady for their data book.  If you're LEO, they'll send it to you with samples.  The results posted will shed some light on your questions.  Patrol rifles should be 14.5"-16" 1/7 minimum if you don't have a specific mission in mind.

Off the top of my head Id say around 50-75m.  Thats as far as you are LIKELY to need but not the 150m of the 14.5" barrel.  I am pulling that out of the air and that ONLY applies to NATO pressure loadings.  .223 Match loads will be significatnly less.
