Like most any bullet/caliber, this load can kill people. But combat isn't about killing people, it's about STOPPING people, meaning: incapacitating the enemy so that the enemy can no longer pose a threat to you or an innocent 3rd party.
If you look strictly at death statistics, a LOT of people have died from .22LR and .25 ACP bullets. What those statistics *don't* tell you is that it often took minutes, hours, or even days for the victim to die.
In a combat situation, YOU DON'T HAVE MINUTES! You have seconds at most. And whether the bad guy ultimately survives or not isn't relevant; the only thing that is relevant is that he is incapacitated and no longer a threat. It does you very little good to shoot someone with a round that causes a fatal wound IF the wound still takes 5 minutes to incapacitate the bad guy, because in those remaining 5 minutes, he could still kill or cripple YOU, a loved one, or another innocent.
For that reason, combat loads should be chosen based on their likelyhood to quickly incapacitate. The only reliable way to do this (if we can agree that damaging the CNS is very difficult in most real-world situations) is to look for a load that maximizes tissue disruption, and does so at the proper wound depth. And that depth will vary if you change the situation (say, from human combat, to hunting deer, or to shooting small or large varmints).
The 45gr Win bullet was designed for small-to-medium varmints, and as such, has a shallow (but wide) wound profile; exactly what you want for small-to-medium varmints. Large varmints require more penetration and deeper wound profiles in order to kill humanely. Humans require even more penetration and even deeper wound profiles in order to incapacitate reliably. And creatures larger, or built more robustly than humans, need even more penetration than the best loads for human combat can provide.
In other words, you need the right bullet for a given application, or you will compromise your chances of getting the results you need.
