For a general purpose optic in a carry handle mount would you go with something in the 1.5x6x40 power range or the 3x10x40 power range? Both have 30mm tubes, 3P#4 reticle pattern and can be had in the illuminated versions. The rifle will mostly be used on paper targets but alos possible some 3 gun matches. Which would you recomend?

Neither? The 1.5-6x if I had to choose one. The Burris Sig Electrodot 1.5-5x would seem a better choice for 3-gun.
Simmons has a 1.5-5x 20mm shotgun scope that is lighter than the two you mentioned, has better fov, has better close range speed I am guessing due to diamond reticle, and costs less than $100. The illumination on most of these scopes is not visable in bright daylight, just so you know.
I have a IOR 1.1-4x cqb and other than being heavy is great. In bright daylight the illum on it is not visable. Heavy horseshoe shape in middle of reticle provides closeup speed aiming point, in the Simmons it's a diamond shape.
