Which one is better to start with?  which one is more accurate in 1/8 twist?  is the shorter barrel more likely to jump vs. the longer?

I know this might be dumb questions, but I am not that technical when it comes to firearms specifications.  I can put one together is the extent to my knowledge.

For now, just punch paper at 100 yards, in the same hole.

At 100 yard both will do about the same, you wouldnt experiance much diffrence until you start hitting alot farther out.

With all other factors the same, a longer barrel usually means better performance for long distance shooting.  Average shooters most likely will not see a significant difference between 16" and 18" barrels.  Just be sure to get a midlength gas system.
