Any recommendations advantages/disadvantages between a 16” 9mm Barrel vs. a 11.5” +5.5” permanently attached flash suppresser for a Colt 9mm AR15?  It seems that 16” may not provide any advantages.  That is, will the extra length actually reduce velocity?

You will lose 500 fps, and have more muzzle blast and flash.

Gotta do this one, been there. I chrono'd a 124 load using AA-#7, average was 1331 from 16" 4 groove 1-10 RH IMI Uzi barrel, and 1338 from 10.25" 6 groove 1-10 RH Oly barrel.

No difference at all. I've been told that the powder has done its job when the bullet has passed 5" of barrel.  Which makes me wonder if there is a slower burning pistol powder for carbines.  That kind of powder would push the bullet faster out of a longer barrel, wouldn't it?

Remember, these were reloads using AA-#7, they blend it for NATO 9mm carbine ammo. Standard store bought 9mm is typically loaded for 4-5" barrels, some might gain with a couple extra inch, but beyond that, they drag the rest of the way down the pipe. VV 3N37, N350 might be good choice for longer barrel, Blue Dot would be good for long barrel 9mm, though powder does have bulky flakes.

Oops, missed the part about it being a 9mm.

That's all right, I get "dyslexic" myself, I had to read it maybe 2-3 times bofore I understood his question.

So the consensus seems to be that the 16” 9mm barrel has no inherent advantages since the powder burns completely w/in the first 10” or so of barrel length.  BY the way I am shooting Georgia Arms 115 grain 9mm.
Any recommendation for a smith who can cut down the barrel and permanently attached the flash hider?

Unless you can stuff enough slow burn powder to keep bullet velocity up. Kurt in the "INDUSTRY" forum can do it for you. Blue Dot, 3N37, AA-#7, Power Pistol and N350 will be good choices for 124gr 9mm if you reload your own.
