I'm looking at very nice AR for sale, but the barrel is 11.5 inches, with a permanently attached flash hider on the front to make it greater than 16 inches.
How much velocity and accuracy will I be losing over a regular 16" barrel?

No loss of accuracy. Velocity will be ammo dependent.
I however don't care for the 11.5 with the weld CAR FH

I would pass. Unless you are going to pay the extra $200 to take off the FH (which I would do myself) than buy a 16" barrel or a 14.5" barrel with a long A2 flash suppressor.

I don't see the point of a non SBR 11.5" If you have to have 16" to be legal then most of it should be barrel.

I would say to get it. With that combo, you can always SBR it later. That is what I did. I bought my DPMS Panther Carbine (11.5" bbl/ 5.5" FH) about 3 1/2 years ago. I SBR'd it 2 years ago.
