i wanted to know if i cut the pistol grip off a romainian handguard, does that count as a US PART?

also, are the kits that in in catologs of rifles able to be turned into legal , semi auto guns? if so which ones, im a good welder etc....

how many legal parts do i need to make my mak 90 stamped legal if i put a romainain wood stock set on it ( i sanded and fitted it) ?

no it do'es not count unless you replace buth upper and lower handguards with US ones

Like BLM said, it doesn't matter how much you mod an imported part (like the forward pistol grip), it still wasn't 'made' in the USA.  

The AK kits out there require the same amount of US made parts:
Here's a quicky to what's most popular to swap out.

1 - receiver
2 - hammer (part of the fcg)
3 - trigger (part of the fcg)
4 - disconnector (part of the fcg)
5 - pitol grip or gas piston
6 - muzzle attachment (If you have a threaded muzzle)

lets talk about the kit guns in catologs, (parts kits) can they be made to fire? some are band saw or torch cut..can they be welded up and turned into a legal semi auto gun?  or are they worth it to
buy an ak kit and get a reciever and put it in?
easy? hard? cheapest way to get into it?

The kits you're talking about are the ones people get and buy/make the receiver.  Their listed as replacement part kits (minus the reciever).  The best way may be to buy a 100% receiver from DCI Industries and assemble the kit from there.  There are places that will assemble your 100% receiver on a kit for a fee, not sure who's good though.  Try the hometown forum and see if there's any AK Build Parties in your area, that's how I got all the tools in the 'same place' for my builds.
