I have a yugo underfolder and the gas assembly is canted to the left a little. will the rifle be safe to shot this?

Yes.  Shouldn't have any problems unless your carrier/gas piston is rubbing excessively against the rear sight block.

I've only seen one AK variant that had the gas block fitted poorly enough that the rifle wouldn't function. A gas block can be canted way off to one side and the rifle will work just fine; it isn't a safety issue, just a cosmetic one.
