I talked to a dealer not far from me, he said they cant "legally" get Glock handguns that come from the factory with high caps and resell them without the high caps, its still not legal, as thats the package. Modification of a rifle that isnt originally NYS compliant into one that is, to my knowledge at least, isnt legal.
In reality, if you had a SLR with the removeable brake and lug on it, if you took the lug off and left the brake on, the only way someone would know its not legal would be if your removing the brake at a public range...no one spot checks weapons. No one has questioned the legality of mine (though all are legal), but im not really affriad of it happening. No I wont slap on my collapsable stock on my PTR and hit the range with it, but if your not 922 compliant, I wouldnt lose sleep over it, and if you had a brake threaded on and dont arrouse attention then I wouldnt worry. The only way someone would know if your SLR isnt legal would be to run the numbers, see it was originally not NYS legal and then know every bit about the penal code and the rest of state law, in conjunction with having a piss poor day. Will you be prosecuted or charged if your rifle isnt compliant 100% if you dont act stupid and do dumb things? No. Just like high caps, none of mine are dated, I have no evidence they ARE high cap...do I worry? no...am I breaking any laws? no. No one can prove either way. Any sort of threaded muzzles that accept anything other than a muzzle break are illegal, just remember that.
All in all...id lop off the bayo lug, and find a way to just ever so slightly 'permamently' affix that brake. Then I wouldnt worry about it really...your best bet is to contact the NYS Pistol Permit bureau and ask them....or contact the Albany office of the NYS State Troopers, they will answer your questions to the the T, and they are the final say when it comes to the legalities.
I live near Albany (about 15-20min out), I goto school in Oneonta (1.5hrs west of Albany)...
Well, at least you will be in state....its too bad your moving INTO New York, as for the past 20-30 years people have been LEAVING it...(not the City though).

for that PTR question, its a PTR-91 Standard (AW Ban Compliant, for NYS law)
I threw on a JLD wide black insulated handguard...best upgrade for the money. I have a collapsable stock on hand for it, just not installed...when/if I move out of state, its going on.
