I am going to be building a Yugo M70 underfolder soon. Is it correct that these have a bolt hold open on the last shot if you use a Yugo M70 magazine? And what is the going price of these Yugo specific mags?

The magazine does hold the bolt open on the last shot, and will do so for any AK.  The follower in the magazine is shaped in such a way that it will block the bolt, much like the follower in a Swedish mauser or Swiss K31.  Once you remove the magazine, the bolt will slam home.

The exterior of the Yugo mags is the same as other Eastern Bloc mags,the bolt hold open mags are a pain.When you fire your last round,the follower catches the bolt,so now you're empty and you have the full pressure of the action spring on the empty mag,as soon as you free the mag,the bolt slams closed so you still have to cycle the action to chamber your first round.
