So far as I can tell they have all the characterisics of a sporting rifle...Why is MGS touted this as the last shipment blah blah blah??

They dont even need US parts so I dont know why they wouldn't be allowed to come in still. My guess it is a ploy to sell the kits faster, or maybe they decided to just import complete rifles instead. I believe the kits are neutered too, with no lug and the brake is welded on? someone else should chime in that has a kit.

their last shipment is because the Romanians are selling them to Iraq military and none will be avaliable for export to the US  
Romak's were classified as a sporting arm years ago.
These guns should be able to be brought in when that are avaliable again..
