To keep the bayo lug and muzzle threads maybe. If you assemble it like the imported version w/o the lug and pin the break to "eliminate" the threads then no. The rules as they currently stand ban rifles not "suited for sporting purposes." Which with the advent of events such as "3Gun"matches using the rifles formerly known as "assualt rifles" as one of the guns, BATF's decisions on what is sporting may have to undergo a change. The fact that the NDM86's imported from China in '98 had thumbhole type stocks must have been the governing factor in their being allowed for import, w/o removing the bayo lug or flash hider. Following that logic a PSL could probably be built intact since by '98, BATF had already had at least 8 years to figure out what the rules were, since the enactment of the import ban, and the NDM86's were OK. But since logic and BATF don't go together, Your best/safest bet would be to write BATF tech branch and wait for a reply. In the meantime build it, but disable the lug and lose the threads. Personally I consider the PSL as a rifle that is readily adapted to sporting purposes. Bench rest that baby with high quality ammo. You'll see. With that 24ish" bbl you sure as hell can't assault anything with it.
