Whats the best way to drill the front rivet holes for the trunion on the DCI 100% receivers? (for a bulgy side folder)

Are you asking how to locate the holes? socandyman's tape method work's well.
If you're asking what to use to drill them, I recommend a drill press.

How much "egging" can you get away with?
Obviously none is preferred, but I have a
front trunion hole (the 2nd from the front)
0n one side that I had to work to get the
rivet through. The rivet head hides the hole,
but it is a little egged. Should I worry too much.
I mean, I don't know of a way to fix it.

my polish trunion has two on one side that are a little egged.
i guess they wherent taking thier time during the demil phase.

do they have oversized rivets ?
if that had to be the way to go ?

Actually, I don't think I was clear.
The hole in the receiver is a bit
egged, not in the trunion itself.
Should I be concerned?

not sure, i know they have over size rivets.
