I understand that the parts kits won't be sold after the first of the year but is it still legal to buy AK kits this year, then next year by a receiver and build the kit at that time? John

You will still be able to buy kits next year and the year after. It's just that kits (barrels) will no longer be allowed to be imported. The ban only affects the importation of barrels, it does not affect whether or not you will be allowed to buy kits next year or whether you can build kits next year.

so is it safe to say the price in AKs will jump once barrels aren't available?

This has already happened, and barrels are still coming in! Just wait until next year. Prices will be insane.
