Yes on the buy, no on the stock and mag change.  At any rate, the sks is best truly enjoyed in original form.  The chinese are not C&R so import date is the deciding factor. 89 impor ban restrictions and 94 awb apply if modified from the original fixed 10 round mag.

Odds are it is preban, can't prove it, just remove the bayonette when you get it home.  $130 is a decent price.  I have never ever ever heard of anyone prosecuted for an SKS with bayo.  The one I bought in 1990 had the bayo lug in place and the bayo removed by the distributor.  As long as it has the 10 rd fixed mag it will not violate AWB.  I wouldn't worry too much about it.
