I saw an AK today in a shop that had a regular AK front sight on it. When I looked at it closer the barrell had threads under neath the front sight base. The sight was held on with pins just like any old AK sight but the threads were clearly there. Interestingly enough they were ONLY under the front sight, not extending to the muzzle. Any thoughts?

Sounds like a poor attempt at making it Ban Compliant... what country did it come from?

What you may have seen was actually a rough turning job.
A lot of AK's have barrels with what appears to be shallow threads on the barrel.
This is actually rough lathe turning machine marks.

Some are so rough they do look like actual threads.
