Tittle says it all. How can you tell if the wasr10 if its new made or old?

The date of manufacture of the rifle is part of the serial number.
If the rifle was made of new parts (which ended in '05, IIRC) the date of manufacture is the last 2 digits (75XXX-04).
The original date of manufacture of rifles made from demiled rifles will be the first two or the last 2 digits or will be the first 4 (19XX).
ETA: Pursuant to a recent ruling of the BATFE, all WASRs now have a newly manufactured barrel.

kinda understand, but not really. So that means last 2 digits is the year?
