Will heat treating the entire flat before its bent work?  Or will  the flat still deform?

In short yes. Take in consideration it will be harder to bend. Here are some instructions for heat treating.

It is just like reloading.  If the flat is heat treated before bending, it will be more difficult to bend.  However, by using the male and female dies, you will be ironing out the deformations.  The biggest problem I see will be with the top rails.  I think they might break if the heat treating is not quite right.

You are only risking $12.

The stresses induced by bending the flat will be greater if you heat treat it prior to bending. Follow the WECSOG tradition of heat treating the trigger and hammer holes AFTER bending. It works!
