Saw this picture in the paper this morning -

Haitian Police arrest a group of people during an operation in Bel Air by U.N. Brazilian peacekeepers and Haitian police in Port-au-Prince, Haiti, Wednesday, Oct. 6,2004. Peacekeepers in armored personnel carriers moved into Bel Air, trying to put down a campaign by Aristide loyalists who have carried out a number of beheadings in imitation of Iraqi insurgents. My guess is it is an SA R4.

SA sent a planeload of arms to help prop up Aristide's government, that was...supposedly...turned around before landing when they realized he had hauled ass out of the country. They may have unloaded it elsewhere, or, more likely, have sent some stuff in prior to that load. (they granted him asylum and he has recently received a government post there, which many people are not too happy about)
