Before I start experimenting, anyone have a tried and true method for refilling the windage and armory marking with white paint or whatever after refinishing?

Brownells has a marking pen for filling in lettering. They come in white, red, gold, silver. You fill in the depression with the marker which is like lipstick. You then wipe off the surface lightly. The stuff dries and becomes very hard while giving very bright colors.

You can get a china marker at any office store. Does the trick.

Does the china marker dry and become permanent or mostly so?

I'd call it semi-permanent. I did a search on this subject a few weeks ago. You might try "sight marking" or something similar.
