What is the functional difference between the Wolf FMJ and HP 7.62x39 ammo?

I'm suspecting the HP really isn't target grade hollow point bullets. Nor am I thinking it's really a good hunting hollow point design. If that's so, then what is the difference and why.

The HP does have a little expansion, but not enough to really call it that.

Mostly, it is part of the production process.  A spindle type thingy holds the bullet by use of the HP in production.

Again, I have no idea why this is done.  There is little functuional difference.

While many have taken deer with HP, expansion is quite poor, and penetration against hard objects is slightly reduced.
