It is in no way collectable unless it is one of their Chinese receivered imports.  I consider a B-West receivered gun a parts kit or at that value.  The axis pin holes can be heat treated if they have not already egged out.

Nobody that I know of as there isn't a big market for it as all current receivers manufactured by companies have at least some heat treating for the most part now.  Did you already buy this rifle?  If so, I hope you got it cheap if it is an actual B-West receiver and not one of their imports. I see that you have asked the same question on other forums.

You will most likely have to heat treat the receiver yourself if you have already purchased the rifle.

You'll need a torch (a regular shop torch, propane torch or a map gas torch will all work fine for this), a bucket of motor oil SAE 30 or SAE 40 works great, (used motor oil will work if you're on a budget but remember it CANNOT be contaminated with gasoline or any other flammable liquid, at the least you'd lose some eyebrows and arm hair.), a pair of leather welder's gloves and a fire extinguisher for safety. Clean the receiver and note the areas you want to treat. You can use a marker to circle the areas if you wish. It'll burn away after you add the heat. Start with the first FCG pin hole. Apply heat evenly around the hole and heat until it just starts to turn red. You don't want to flow the metal, just heat it until it just turns red. Quickly quench the red hot receiver hole in oil to cool it quickly. Remove from oil, wipe away the oil from the receiver with a shop rag and now you'll repeat the process. Heat the area again, and when red, quench in oil just like the first time. Ok, you've heated red twice and quenched in oil twice. Now the third step, Heat the area until red 1 last time and set the receiver to the side. (on a concrete floor and away from any oily rags is best) Let it cool slowly on its own this time. You could buy the receiver for replacement purposes but I wouldn't have the rifle demilled just yet.

What you need to do for the heat treating of the axis pin holes if they haven't egged out yet is a mapp gas torch from Home Depot and some clean motor oil.  

You heat up the axis pin holes to the required temp.  It is listed in the links I posted as to how temp. is determined.  Heat the area to a red glow and quickly quench in the motor oil.  Let cool a few seconds and move on to the next hole and repeat.

After the first heat treating and quench of all axis pin holes you need to descale them with a wire brush and reheat them all to a dull purple color and let them cool slowly such as in a container of sand.

After you are finished you will have to refinish the receiver.
