Can any one tell me which countries put 7.62x39 in blister packs? I found some like this and was wondering where it is from. headstamp is 05 over 84. Is there any way to tell by the head stamp if it is steel core?

05 is an East German headstamp code, but 84 is a really late date, most is 60's dated.

If the case is green laquer, and there is no bullet sealant, it is likely East German. As to if it's steel core or not, you have to pull a bullet. Most East German imported was steel core, but after the 1994 ban Germany pulled the steel core bullets, dumped them and loaded in lead core bullets to make the ammunition legal for sale to/in the US.

Steel core bullets are significantly longer than lead core bullets. Or you can cut the bullet open and see if the inside core attracts a magnet.

With E. German it could also be plastic core, I have some that is stamped 05 over 90
