Yeah, it could, or it could be a number of things with a Savage action. After dealing with my son's Savage for over a year after he had a misfire on a 6x6 Bull (we replaced everything including the trigger, stock, firing pin, bedded it to get it to stop binding, etc.), and watching Savages go down like clockwork at every match I've seen them at, I will never own another one.
Take it to a smith and let them deal with it. It will save you headaches, money, and frustration because it could be any mumber of things, or all them working together to deadline your gun.
