It did not get adequately pollinated. Each kernel of corn has it's own silk that must receive a grain of pollen on it to grow into a kernel.

That's why the silk is there to transport pollen to every kernel on the ear.

No pollen on that particular silk, no corn on that part of the ear.

Possibly bugs eating silk but more likely you didn't plant enough corn. Corn doesn't pollinate well unless it's a fairly large patch of corn. This is why long patches of 1 or two rows don't work out well. It's better to do several short rows.
